The Shadow in the Gallery: An Introduction to Kerberos Shadowdusk
In the glittering, predatory halls of Fortune’s Wheel, a new face has taken command of the most curious corner of the casino: Kerberos Shadowdusk. Recently appointed by Shemeshka the Marauder to manage the Discount Gallery, Kerberos oversees what was once the "War-Room of Nonfinalities"—now a grinding stalemate of skeletal legions and demonic hordes. To the high-rollers of the Lady’s Ward, he appears as a languid and decadent aristocrat from the Prime Material world of Toril, belonging to the extremely wealthy and connected Shadowdusk family of Waterdeep. It is not known if both brothers, Kerberos and Thadius, were raised within their family ranks, or just Thadius. His brother and his hired hand Zeta, have been missing from Waterdeep for only 1 year after visiting a carnival with Zeta, by the time Kerberos arrived in Sigil.
Despite his noble posturing, Kerberos is a man who carries the awe of the Prime's deeper mysteries. Often seen with his signature shotgun, the lethal Bugbear Claw.
Recently they had returned from unknown lands together (feywild) with friends and have been known to be seen socializing together in Sigil. Many Cagers quickly grew to find him entertaining and nearly always drunk on something... special. He was quick to make his own allies in town and soon Zaga would have a harder time keeping track of him.
While his public expenditures suggest a man lost in curated vice and narcotics, those who watch the dark of Sigil suspect this indulgence is merely meticulous camouflage.
... "Are you playing Kerberos? Of course you are, don't be foolish! Mother insists!!! Sit! Eat! Watch!"

Historical audits—those left unsigned and unfiled—suggest that Kerberos is not in the City of Doors for refuge, but for insulation, staging a power play that intends to outlive the current factions. He has been flagged by some as a High Civic Threat, yet he remains curiously protected; Maryn’bl herself has utilized her legal expertise to file permanent restrictions against those who attempted to investigate his unlicensed work.
Meta truth installment: Kayne was too afraid to report what he found and this upset Zaga so she filed a block on Kayne from ever being able to audit him again. This ultimately protected Kerberos from getting in legal trouble in Sigil before we can finish our campaign plot destined for the future. In other words, Kerberos is allowed to be Kerberos as Mike intends and PCs should not attempt to remove him from the timeline. Iggwilv is still attempting power plays with top tier players in a wide game.

As the players adventure the Outlands, Kerberos stands as a sentinel over the Shattered Compact itself, the Legionnaire VV.
While also serving as Shemeshka’s secret eyes on her "Little Divident". He's overseeing the rooms that host captured war relics already reclaimed before they return to the battlefield. Shemeshka views him as a "long investment," a patient proxy she intends to finance as a future power broker in the Cage. If - he can handle the assets and rebalance the War-Room for her, then he will have proven his value, granting huge future benefits to his growing ambitions to rule city or wear a mask.
He is a man who is not hiding, but waiting—a variable in the ledger that refuses to be balanced.
